Hi,
after i installed 9.10 i recognized that the @ and keys not working. After a look in the help

i found not really a solution. Then i searched in other forums and found a solution. For German Users with Macbook 2,1 go to:
System
Einstellungen
Tastatur
Belegungen
Tastaturmodell: Macbook/Macbook Pro (Intl)
for me clicked on : Seperate Belegung für jedes Fenster
Belegung: Deutschland Macintosh (ohne Akzenttasten)
Belegungseinstellungen...
Taste zum Wechsel in dritte Tastaturebene
choose:
Beliebige Alt-Taste
Linke Alt-Taste
Then i clicked on the button to make it system wide. After that i could make the signs @ with alt + L and with alt + E just like in osx. Hope it works for you too!!! :p
