For some time now my server has been acting very weird with upload and download speeds. It is the only computer in my network experiencing these problems, so I'm sure it is the OS itself and not network issues. I have tried booting up from a WIN os on the same box, and had no problems with network thus the network card should be fine.
When transferring a file over samba, sometimes it will not transfer at all and explorer will stop responding, but other times it will say that it's going to take 17 minutes

That's just horrible!
When uploading to the server via http post "with uberuploader" it takes a really long time to upload a small file, example:
