Ubuntu 9.04 with Toshiba L305D - AMD 64bit

EVERY single CD i put in it says its a blank CD - whether its a commercial disc or a burned one. Burned one is legit because it put it in 2 other pc's and it reads it. Also cannot boot off ANYTHING besides the hard drive, but i think that has something to do with the PC itself and not Ubuntu.
let me know what i need to paste n type in terminal - ill do whatever i just need the damn thing to read cd's - im so pissed i just wanna throw this damn thing
also does it with DVD's
