Can you even upgrade to Lucid yet:)? I was waiting till the Ubuntu 9.10 rush ended, at least to the Lucid toolchain was released.

Yes you can, not via the update-manager (at least, not when I upgraded to Lucid).
See http://feeds.ubuntu-nl.org/LucidChanges?format=xml for all the updates.
