I have Ubuntu installed on an 80gb drive and I am almost out of space. I have a 30gb drive that is free, and I was wondering if there was a way to use the 30gb drive to install programs so that I have space.

You could probably create hard (or soft) links for some folders like /bin on your second drive (and copy the contents of them) but you would have to do it probably from LiveCD or something. (sorry for my English, I feel what I wrote could be entirely wrong...)
