how to post a thread aboput the OS or the compiler or text editer

I tried to post a new thread , but get stopped depending on where I post!! how can i post a thread to aask about how to use this OS.

Start by going to http://ubuntuforums.org/index.php then click on the appropriate main support categories, eg General Help. There is then a New Thead button near the top left of all those pages.
