I setup Remote Desktop on Karmic (9.10) but I can't connect to it unless I'm logged into the desktop.

If I try connecting from my OS X desktop when I'm not logged into the Ubuntu desktop it fails. If I log in to the Ubuntu desktop and then try it works. Is this normal behavior? Do you always have to be logged in for RDP to work?

Does remote desktop in Ubuntu not work the same as in Windows? On a windows machine, the user can be logged off but you can still connect from another machine.

I know Karmic is still beta, but is this a bug or is it how remote desktop (VNC) is designed?

That's how VNC works. If you want something more like Remote Desktop on Windows, I personally use FreeNX: https://wiki.ubuntu.com/FreeNX
