Launchpad bug statuses

Hi people

I am following this bug:

..hoping something can be done about it before release (though I realise the chances are slim!)

Why is the status "incomplete"? Who is authorised to change it? Since anyone seems to be able to change it, under what circumstances does it get changed?

I'm sure there are tons of wiki articles about all this but my google-fu failed.

Essentially 'Incomplete' means someone with the bug needs to provide more information so that theres enough information to fix it, at which point it is moved to 'triaged', ready for someone to begin work on the cure.

[EDIT] A bug supervisor makes the decision to when something is 'triaged', generally a developer
