is anyone able to let me know if nubuilder (ie. http://nubuilder.com/nubuilderwww/index.php?nav=download ) will be in karmic?

It's absolutlely fantastic as an online database building tool, and there's nothing like it in the repositories.

If someone could let me know how what the proecure is to get it into the universe repository, i'd be appreciated -- who I speak to, etc.

if it isnt there already it wont be, we're way past import freeze. to get new packages included in coming releases look at
https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages
but, it looks like someone else agrees and you might want to add yourself to 'Does this bug affect me too?' here
https://bugs.launchpad.net/ubuntu/+bug/416730

Also note if you are happy packaging up things, which might be easier since theres already one available (of what standard i dont know) you can follow the instructions in the first link to add it to REVU
