Hi,
For "desktop user" profile, is there a way to totally disable their ability to browse the network shares. ie ability for them to see locations like smb:// network:// etc. This ability should be available for administrators if possible and disabled only for regular "desktop user"

have you logged on as a 'user' ? Can you see the smb share then ? I would have expected you to need a sudo profile to mount them. Is it a multi-user system where several people are logged on concurrently ?
