Making Themes for Gnome

I've seen lots of nice themes out there for Gnome, but How would I go about getting some applications to make some of my own? I really want to get started on a Sonic & Tails theme, something that hasn't been done for a Linux os yet.

I think the information is classified or something, because it's pretty hard to find any docs on it.
