If the hard drive really has failed i.e gone kaput, meaning you need a new one then the data may well be irretrievable whatever you do. If, however, you mean your ubuntu installation has simply fallen over, then does the dell setup not have an option simply to reinstall the OS without replacing the data?
If not, then you could try a live CD of ubuntu, knoppix etc which you can run without installing to the hard drive. If the disk or filesystem is not trashed you ought to be able to see your files and copy them to a remote medium (say a pen drive).
