I have all the repositories enabled, and yet I can't find the package "fbida" in Synaptic at all.

because it isn't there. Synaptic only includes software tested to work, your Fbida has not been included, and looks like it never has been as of yet

if you need a photo editor, GIMP is installed by default in Ubuntu, its a photoshop clone in many respects.
