I wrote up a quick introductory walkthrough to Fluxbox that I would like to post, but I'm not sure where to put it. The place I think best suited for it is the Tutorials and Tips subforum, but it is more of an informational guide that overviews important parts of the WM rather than a tutorial on how to do something specific. Is there a better place to put it, is it OK to post there, or should I not bother?

Also, is there a place you would recommend posting Fluxbox styles/themes? Art & Design?

I suggest starting here: http://ubuntuforums.org/forumdisplay.php?f=329 if you think it's more suitable for tutorials and tips, just use the report post (http://ubuntuforums.org/images/buttons/report.gif) button to bring it to our attention. We'll review it and move it accordingly. :)
Yes, many themes and the like are submitted to the art and design section.

I also suggest you look at the ubuntu wiki.
There are many fluxbox how-to's on the forums and updating the wiki page may be a bett use of both available resources and your time.
