Obviously the problem is with the host OS :lolflag:
Seriousness ~ I can not tell from that screen shot what the cause of the error is. are you using a proxy ? TOR ? Or are you asking about the Ubuntu servers ? The ubuntu servers are quite busy and multiple servers are used for load balancing and is necessary to keep a forums this size going as fast as it does.

Does it still occur if you disable adblock?
It's unlikely adblock would be blocking the entire site, but it's worth a try before anything else...Also, have you tried clearing your cache etc?

I'll echo bodhi and Kiwi. We can't find any reason on our side why this should be happening to you. In addition, you are the only user complaining of the problem. That leads us to believe there must be a configuration issue on your end. Sorry.

You could try closing Firefox and temporarily renaming your .mozilla folder in /home to something like .mozilla_backup. Note: this will remove all your plugins, etc.
If you restart Firefox and all works well, you have a problem in your configuration.
You can restore things to exactly how they were before by removing the new .mozilla that will be automatically generated with the above restart and renaming your backup back to the original name.

Have you tried using another browser like Opera?
Just to diagnose the problem, not replace firefox.
Also, are you connected to a router at home?
I would try checking your router settings if you have one first.
Also check what DNS you are running through.
It may also be your ISP blocking the site for some reason.
I recommend using OpenDNS.

Do you use a wireless router?
Also it seems from your screenshot you are using MoBlock (or whatever it's called). That could be it.

I would definately suggest trying a few basic diagnostics that have already been mentioned.
1) Try a different browser
This will tell us if the issue is with Firefox or not.
2) You said this happened all of a sudden. Which usually points to a configuration change. Any changes/updates/differences that you are aware of?
3) The 404 error message states that the page could not be found. Make sure that you DNS can find the site by running ping ubuntuforums.org. Also check firefox settings for blocked sites and perhaps your hosts file incase someone is playing a dirty trick on you.
4) Is this just your machine, can other people on your network connect without issue?
Regards,
Bodsda

A 404 is generated by the server, isn't it ? So he's already connected to the server - no need to ping it.
On the 404 page, the server identifies itself as "Apache/2 at ubuntuforums.org port 80"
404 is 'file not found'
The URL doesn't include a file name,
so, is it possible one of the servers that listen to ubuntuforums.org:80 is missing a default filename in its config ?

I remember the forums were having problems once. During that period "http://ubuntuforums.org/" did not work, but "http://ubuntuforums.org/index.php" did.
