how do you start a poll thread ???

When you make the first post, go to Additional Options at the bottom of the page. There is a tick box for adding a poll.

You create the poll after submitting the thread.

how do i post a new thread?

First, register. The "Register" link is near the top left of the main page. Get there by clicking on the "Ubuntu Forums" link at the top left of the page.

Review the "stickies" - permanent closed threads that contain information from the moderators, including how to post, etc. They are in the "Forum Feedback" section:

Find the most appropriate forum. You can review them by clicking the "Ubuntu Forums" link at the top left of the page.

Click on the forum in which you wish to post.

On the left side, there is a shaded link for "New Thread".
