capture card setup - probed info: no info found

Hi all in trying to solve my problem with not being able to watch live TV I removed one of my capture cards and then I deleted all capture cards in setup so I could reinstall the remaining capture card correctly. The problem that I have run into now is that the card is not being detected so I am unable to reinstall it.
Any ideas on how to proceed from here?

I physically removed the card and reinstalled it and now it is detected and works sort of, still can't watch live TV though.
