My computer with windows xp has several viruses i can not acsess windows anymore wanting to know how to format a hard drive without being in an operating system

You need some OS.

You could use the Ubuntu Live CD.

ookay i can use the live cd i have what do i need to do?

You can use gparted to edit and format partitions.

Just make sure that you know which is the correct one.
