I know it is a graphical front end but are you looking for langauge selector in the system-administration menu?

I want to change my character set to iso8859-1, but it seems that there's a bug when someone tries to reconfigure locales:
ceti@kubuntu:/home/ceti# sudo dpkg-reconfigure locales
Generating locales...
en_US.UTF-8... done
pt_BR.UTF-8... done
pt_PT.UTF-8... done
Generation complete.
Where's the dialog box, if you know what i mean?

Yeah, theres supposed to be a debconf/dialog ncurses interface in order to choose which locales you want built - intead, as you see, it appears to be building _all_ the UTF-8 locales.
This happened to me at the same time as perl starting barfing out locale errors (which also can't be fixed). Been like this more than a month for me.
