what program should i get to design this

hello everyone

i am looking to make my own program i think its called a widget that turns the icons on my desktop into little bugs that run away from my mouse untill i click on the screen and it sends a lightning bolt that freezes the icons so i can click on them

so does anyone know what program i should be using and any tips that will help

I'd take a wild guess and say that your best bet is to make this a plugin for compiz.
You can use any text editor to write the code in and can make models in blender.

but that would probably not be able to hide the icons after they change into something else. So you might need to.. um oh yeah you are able to disable ~/Desktop on your desktop... so I guess this is possible.
