Does the trademark policy allow something like this to be used in a signature, and distributed on a website?

As far as I know, the "*OS* Powered" marks are meant to be placed all over :p

I don't think it would, but you'd have to ask someone at Canonical about it.
The problem I see is that the word Ubuntu is placed higher than it normally would and the word powered is added below it. I don't think changing the position of the text is recommended in the trademark policy.

The Trademarks
Canonical owns a number of trademarks and these include UBUNTU, KUBUNTU, EDUBUNTU, and XUBUNTU. The trademarks are registered in both word and logo form. Any mark ending with the letters UBUNTU or BUNTU is sufficiently similar to one or more of the trademarks that permission will be needed in order to use it. This policy encompasses all marks, in word and logo form, collectively referred to as “Trademarks”.Snippet from the trademark page.
