The thing is I cant find the software already installed on the system can some-one give me some help ? I will never run joomla (http://joomla.org/) with out it ...

There is a very basic ftp client software installed by default. What you are looking for is an ftp server. I personally use proftpd, but there are several others, pure-ftp and vsftpd plus more. The ftp servers mentioned are all in the repositories.
