i have tried and tried and cannot figure out how to change the color of just the bars on my desktop and it is getting so frustrating!?!?! plz help!!!!

Hi and welcome, are you speaking of the panels at the top and bottom of your desktop?
attached a screen shot.
If so you can right click on the panel and select properties. There you can adjust transparency or add color.
