Simple Animation Program

I was just wondering what someone thinks is the best piece of software for doing cartoon-esque style 2-D animation. It should have tweening and other things (I don't want to have to do frame by frame work). I just want to make a few 5 minute video clips (with audio) and have them in some format I can upload to YouTube.

others that jump to mind are Pencil and Stopmotion, but I have very limited experience in this field. I also know that Pencil has bugs in its export features.
