I found a way to have a floating gnome menu bar in gnome2.12. This is a small bar that holds the Applications, Places and System menus and can be quite useful. Below are the steps needed to obtain such a bar:
1) Right click on an existing panel and choose "New Panel". This will produce a new empty panel.
2) Right click on the new panel and choose "Properties". This will open the panel properties dialog.
3) In the properties dialog, uncheck the checkbox next to "Expand". This will cause the new panel to "shrink".
4) In the properties dialog, resize the panel to 23 then click the "Close" button.
5) Right click the new shrunken panel and choose "Add To Panel". This will open the panel applets dialog.
6) In the top row of the applets list, choose "Menu Bar" (looks like a foot) and click the "Add" button in the botton right corner.
7) Now, you see the gripper bars on either side of the new shrunken panel? grab one and drag the panel to any position on the screen. You now have a floating menu bar and can place it anywhere you want it.
See the below screenshots for examples of this nice feature. The new menus panel can stick to the edges of the screen or be placed at a favourite position for quick access :)
