Open System -> Administration -> Software Sources.
Make sure Multiverse is checked.

vlc should be installable
Multiverse should be default without extra sources.

multiverse is selected,
so if vlc is already installed, how do i use it to open a divx file.
i right clicked on a file, and went to "open with other application"
but vlc is not on the list.

Go to Applications -> Add/Remove. Make sure show is set to all available applications. Search for vlc.

You could start vlc (Applications->sound & Video -> VLC media player) then Media -> Open File. Navigate to the file and select it, then click play.
