How to I Custimize Panel the top panel in ubuntu??

I would like to make the background black and the font white

Font color is specified by the gtk theme. To customize the background, right click on the panel, go to properties and change the color or use a background image.

Ok then how do I edit the gtk theme so that the top panel's font color is white??

It's hard, you have to understand gtkrc syntax (which looks a bit like CSS). I would first try to edit the color using gnome-color-chooser.

System -> Preferences -> Appearance. Choose a pre-made theme, install a new one, or click "Customize" and change what you want about your current theme. Besides getting themes from sites like http://gnome-look.org there are some themes in the repositories, just search in synaptic for "theme" (and read the descriptions to be sure they're for gtk/gnome and not something else).

Give gnome-color-chooser a try(in repos)

It'll end up in system>preferences

Lets you change font color, hover colors etc..

Cool G color chooser worked nicely but is there a way to make the changes on only one panel cause I only wanted the top panel to be changed ??

Thanks for the advice! Bump! I found this thread and thought it was useful as well... Does anybody know where the tools to Animate the panel are? for exampe, make the icons of programs larger than the panel, expand when the mouse tracks over them (similar to OSX) et cetera? Couldn't find those options in compconfig for the life of me...

You can install a dock like AWN or cairo-dock for that.
