Internet Only as live cd

i need you help please
i've downloaded a cd live of ubuntu 9.04
and i want to create a livecd that has only access to interent and surfing due to security reasons

nothing more then that

no access to drivers/ games/ options what so ever

from where should i start?
i need any direction you can give me
maybe even link me to a site so i could read
