I tried digging around on google, but just came up with ways to fix certain things, I was hoping for a more direct answer.

with my ATI HD Radeon 3100, would it maybe work better if I downgraded from 9.04?

and what do you mean by downgrade to 9.04? Jaunty is the latest release.

Downgrade to what ? As far as I know ( from myself ), Jaunty works faster than 8.10 ( faster visualizations, uses less resources ).

I have no specific experience with your card. However I have heard and seen that the new 2.6.30rcX development releases are helping to fix a lot of problems along with driver fixes for ATI and Intel. I would likely try that if you are an intermediate to advanced user.

The problem from what I heard is that ATI is no longer releasing drivers for older cards, so none of the proprietary drivers work well under the new x11. Please correct me if wrong.

what I was asking is if I downgrade FROM 9.05
so get like, 8.04 or something.
I didn't know if the case (the case being ATI not working very well) is the same for ALL ubuntu or just this specific version

Why u downgrade at all... it easy to download a copy of some old version of ubuntu and install :)
