is it just completely custom hacking of gnome? i have never seen these themes. i didn't even know you could theme the gnome-panel and i have never seen any third party panels like that:

This is a little project of mine to make Gnome look like windows,i did this on purpose,to show people that want to switch from Windows to Linux that they can have similar enviroment.
This is done on Ubuntu 5.10
ask him where you can download the project..
maybe is Aurora desktop (http://auroraproject.sourceforge.net/)

I just replyed to towsonu pm it`s Ubuntu 5.10 with GNOME desktop enviroment,not aurora or enything else.I modified VistaBut theme and made metacity theme to look
like windows Vista theme that you can find on under VisualStyles on www.deviantart.com excatly Vista visualstyle made by Kol.Used gdesklets calendar ephemeride but i replaced background,and clock also moded.Since panel is dark there is a tutorial here on how to cahnge font color in gnome panel,wallpaper i found on devianart also,and that`s all.

just quoting AlexR1's response, just in case:
I used gtk theme VistaBut,as a base ad change many things to get a look more similar to WindowsVista,also
i made Metacity theme,since i have dual boot i took some screen shot from my windows where i have Vista visualStyle made by Kol,that helped me to get those buttons close minimize and maximize.As for windows start button i found that image on the net and i replace distributor-logo.png with start button.distributor-logo.png is located in /usr/share/icons/hicolor/48x48/apps/ directory.From the panel i had to remove notification area beacouse i could not get it`s background to be dark it`s always lite color adn doesn`t look good with dark panels.Calendar and clock are gdesklets.calendar is called ephemeride,but i replaced original background with background on screen shot,same applys for the clock.
And finaly i found here tutorial how to change font color
on gnome panel i think it`s how to section.
So really there is no hacking of gnome it`s just theme,wallpaper few gdesklets and icon theme (NuoveXt).
