Panels on 9.1

I like having my navigation panel on the bottom and my window panel at the top, but I cannot move the panels like in Ubuntu 8.10

Or am I just that stupid? Haha.

right click->add to panel->window list etc etc..

Just right click the panels, select properties and change the orientations from top to bottom and vice-versa.
