Art/themes/panel customisation advice?

Is it possible to hack theme settings so that you can have a dark panel background and menus with white text, like with the Dust theme, but for everything else to be normal? It would look more professional and more pleasing to my eyes, without the murkiness of Dust and other dark themes.
