How do I apply the obscure effect to a selection of video in Kdenlive?

Hi.
In Kdenlive 0.7.3, how do I apply the obscure effect to a selection of video? Its easy to apply the obscure effect to all of the video but I'd like to know how to apply the effect to just certain parts of a video.

I figured it out. If you cut the parts of the video (with the razor tool) and then add the intended effect to it.
