I have a wierd issue........

I dual boot WinXP and Ubuntu 8.10. Recently my WinXP crashed and I came to the conclusion that I couldn't fix XP without a complete reinstall. Well.... I still have access to the XP partition and all the files and I was wondering if there was a way I could use wine to run rstui.exe (WinXP system restore). It's just an idea but I think it might work.

You should just backup any data/documents you have and reinstall.

can u use the option recovery mode?
Try to boot in windows and i immediately (after 3-5 sec) manually shut down the pc, at the restart boot, windows will asks you if you want to boot normally, safe mode or recovery mode.
if those options arent available then just reinstall the os

trust me.... Safe mode won't work... XP wont boot PERIOD.
