Panel Backgrounds

So I was making a street fighter theme and I had a question.

I made backgrounds for the top and bottom panel, but the background is too dark, and makes it hard to see the text on the bars.

Is there a way to fix this?

either change the font to being white or put the brightness of the panel backgrounds all the way up.
