Ubunteros,
Some of the Forum Moderators names are bolded in red does this mean they are online?
Or how do you tell which ones are online if you need assistance???

If you look at the bottom of the main page, this shows which of the forum staff are online :)
Alternatively, you can report posts by using this button http://ubuntuforums.org/images/buttons/report.gif on each post.

There will be a little icon with a person in a green shirt next to the report button if they're online.

The report button is very ambiguous.
My suggestion is that it should be in the same style as the quote, multi-quote, and quick reply buttons and be placed among those buttons.
Something like this, perhaps:

The report button used to actually say "report", which I think made it a whole lot less ambiguous

Who would honestly hover the mouse over every aspect of the page in order to find the tooltip? I wouldn't.
