whats the most up to date version of wine i can compile for dapper?

Technically, you can compile any version of Wine for Dapper, but you may need to also install some of the dependencies for the compile manually, since packages might not exist for them. Honestly, you'd be better off updating to a newer version of Ubuntu. Support for Dapper ends in a few months (June) anyway.
