What is the best way to podcast with ubuntu? What software should I use? I have my webspace, I just need the podcasting software.

I'm investigating that too.
Will start by searching for podcast software suitable for use with ubuntu/linux.

Go to the synaptic package manager and type in "podcast".
There are some interesting items to install in Intrepid (about a dozen)
Looking at hpodder first, which says:

"hpodder is SAFE and is designed with data integrity in mind from the
beginning. It should be exceedingly difficult to lose a podcast
episode, even in the event of a power failure."

Will see how that goes.

gpodder has grahic user interface and puts in the Sound/Video;
but the podcasts are about linux

I think it depends on what sort of podcast you want.
i see the BBC are now supporting Podcasts with their iplayer:

I want to make my own podcast, not listen to them. What software would you use for that?

Check out Audacity. It's an audio recorder/editor, and here's a link to a tutorial on podcasting using Audacity:

That blog looks like it has a bunch of information about, as you might have guessed, how to podcast. If that's not enough for you, enter "audacity" and "podcast" into your favorite search engine, and you'll find lots of other tutorials.

Generally Audacity is the audio editor of choice for podcasters, Jokosher is getting pretty nice, but was unstable in earlier versions. If you get really serious about podcasting, then you might want to look into UbuntuStudio for all their audio production software, but that's a bit overkill for a beginner. Although, installing the ubuntustudio-audio-plugins package will give you lots of nice effects to play around with in Audacity and Jokosher.

After you do the recording, how do you make the RSS feed to make it a podcast?

You can easily roll your own RSS file by hand. It's just like an index of materials that subscribers would want to be notified of. Here's a tutorial I found through google: http://www.petefreitag.com/item/465.cfm if that confuses you, there are lots of other tutorials take a quick search.
