Will it be in Ubuntu?

It was in Ubuntu and was removed, will propably not return :(

gnome-volume-control-pulse

install that and enjoy. BTW the volume icon should appears in the notification area. don't look for it in panel applets.

Don't be. At least it is now provided as a separate package and put it in the repositories. Before it was all bundled up in gnome-media svn. If you use a script that does all your initial system configurations, just throw in that package and forget about it!
