ReUse old m/c

I would like to re-use some old PC Hardware to create a working machine, which would not have a monitor connected to it and which is connected to a internal Lan in such a way that it can be:

1) booted off the network
2) remotely administered via another PC
3) remotely install necessary softwares on it

Is this possible?
If yes, How?
