How do I reset the panels?

You can technically delete the .KDE folder, then once you reboot, the desktop will be back to default.

No need to remove the entire .kde folder...

Hopefully, you should only have to remove:

~/.kde/share/config/plasmarc
~/.kde/share/config/plasma-appletsrc

As opposed to the configuration of every KDE app there is. And a lot more.

The problem is that the taskbar is gone. I accidentally removed it a while ago.

right-click and choose add to panel?
Or is that only in gnome?

I've tried to add panels and widgets, but none work.

Right click and unlock the panel/widgets, now click on the symbol on the right and select 'Add Widgets'. Add the widgets called 'Task Manager' and 'System Tray'
