HOWTOs: Why not in the tutorial section?

I noticed lately that HOWTOs are published in various places. And not in the tutorial section anymore. Examples:

What's going on?

It could be people trying to bypass the moderation of HowTo's that we have in place for any threads in Tutorials & Tips, though I'm not sure.

Not sure how you bypass moderation if it was posted there and moved out... Or the server is putting them in different places. either way issue?

Sorry, I meant if it was being posted outside of T&T's in the first place that could be why.

I have no idea why they would be moved out of there though

I remember a discussion regarding tutorials, in the Staff area. One suggestion was to approve threads in the help area if not suitable for T&T (rather than not approving and deleting).

I can say that one of the three were never in T&T section. The other were in the T&T but there is criteria (http://ubuntuforums.org/showthread.php?t=677396) that has to be met for that section.

Sometimes howtos aren't regarded as good enough for the tutorials section, or the mod feels it would be of more help to users if the howto resided in a specific section of the forum. My howto (see sig) wasn't approved for the tutorials section and was moved to the multimedia section. I presumed it was because my howto started off very small and mainly concerned optimum settings for mplayerplug-in.

Here are the guidelines I was referring to (I thought it was in the Staff area, but they were also posted in the T&T section).
One important point is the support and update of tutorial, general interest and accurate infos.

Rather than not approving, it was decided to move to the general areas if a tutorial did not meet the requirements. If you have threads that qualify (say it became of much interest) you should report it so that the mods involved in the approval process can have a look and move it back to T&T.
At some point, we had a lot of reposts from blog articles by 1 bean posters (looking for traffic, most probably), so we felt we needed guidelines for the T&T be useful to users.
