Getting and installing debian packages

Can I install debian packages (x-mame, uae, vice, etc.) under kubuntu? how? thx

can do, may break ubuntu as it's not 100% debian!!search repositories and backports enabled first to see if its ported to ubuntu
either above or compile yourself
