First question: If I download the Ubuntu disk iso from Canical, does that include the latest updates and software version? If not, then please keep reading.
The goal is have a usb drive(, or a couple) to hold all of the needed updates since the release of 8.10.
At my school we have made an Ubuntu Installation Team. The idea is that we get computers that people don't use anymore, install Ubuntu, Xubuntu, or Kubuntu (depending on the resources), and then give the computers to students who don't have one, so that they can work on school projects, and the such. The school will not let us use their internet, so we have no means of updating the computers (no security updates, or anything).
