One of my computers isn't working.
When it's on, it doesn't show anything on the monitor but the fans are running.

Is it a laptop? If so, try unplugging it from power and taking the battery out for half a minute, then plug it back in. If a desktop, unplug it for half a minute and plug it back in.

Check the monitor cables. Open it, and check the videocard and ram. Does it beep when itš turned on ?

There's isn't a videocard, it's on the motherboard, but by putting in a video card it still did the same thing.
The RAM is in right.
There isn't a beep.

Hm... sounds like you might have a corrupt motherboard. If that is the case, then your computer is bricked until you buy a new one.

So you tried 2 different motherboards with the same CPU, PSU, and RAM?
Since the fans are spinning I would think that the PSU is good. Make sure the CPU and RAM are seated properly. Make sure the standoffs are placed properly and there is no short to the case.
Beyond that, possibly the CPU is bad. I would think you would get some beeps if the CPU or RAM was bad though.

Could you able to boot your computer thro' a live CD? If not you have to check your hardware. I got a similar problem with Aspire one laptop and got it fixed with a service centre as it is still in warranty period. you also mentioned you tried other mother boards. Is your hard disk ok?

Try a different PSU.

Edit: Sometimes with a bad PSU it is not completely dead and the fans will still come on, the MB & other things however wont.

+1 on PSU.

You get beeps if your graphic card is bad also.

The OP's question kinda reminds me of an interview for a tech support job. The interviewer gives you a scenario with a bare minimum of details to see how you respond. As you ask probing questions, they continue to feed you a little bit more info on the problem.

I've tried 3 different CPUs,
1:AMD Athlon, Computer wouldn't turn on.
2:AMD Duron, Fans running.
3:AMD Duron, Computer wouldn't turn on.

Changing the power supply didn't work.

It's possible that the bios or MB is cooked.

It's fubar, kaput, broken, stukkend and you might need a new one if it cannot be repaird.

"Cheap" can be expensive at times. I only buy & recommend Gigabyte motherboards, I have not had one fail on me yet.

Sounds like a bad mainboard to me. Check out ebay, you can probably find a good board reasonably priced.

The RAM, CPU, and Graphcard would yield beeps. My guess is that the PSU is shot. The computer may still turn on, but you wouldn't have enough power to run anything else. You may want to try removing as much as you can, leaving only what is necessary for the computer to turn on (remove hard disks, cd/dvd, pci/agp/pcie cards, all usb connected hardware [internal and external], everything but one stick of RAM, the CPU, etc...). If it works then, you need a beefier PSU/new PSU. You should see the BIOS load screen on your moniter. If this doesn't help you may have a hot to ground problem. Make sure that board support pins are only placed under screw holes. Make sure that every wire's sheething is holeless, make sure that all unused IDE, Floppy, USB, SATA, and power cables are not touching any device... and so on. Also make sure that the PSU is not clogged with dust (as well as all internal case fans).
