It looks pretty nice to me, what do you guys think?
Btw, is this against any laws or the MS-EULA?

I tried to find the answer to this but couldn't on their web site.
What is it? WHY?

Same question from me too. Maybe i should contact them and suggest to give some more information. I suppose that it is a patch for certain Windows parts. Does it make Windows lighter (faster) ?

Shell replacements for Windows do not violate the EULA, as all they do is replace explorer.exe as the default shell.
So use SharpEnviro, Talisman Desktop, Cairo Desktop, and all the other Windows shell replacements to your heart's content.

Just so you know, SharpEnviro is very buggy, at least when I last tested it on XP 32-bit. I believe x64 support is still being produced. I don't think it works on Vista yet, not sure.
Screenshot (http://fc77.deviantart.com/fs29/f/2008/156/e/8/June_2008_Desktop___Modified_by_VelvetSea42.jpg), I barely customized it at all.
It made my XP crash every 5 hours or so.

It looks really... meh.
I'm holding out for the upcoming Cairo Windows Shell.
