I know this might seem way off topic but there is Windows bashing there I promise :)
So I was uploading a file to a friend and it was crawling along at 16KB/s (and that's on an ISP that claims to be the fastest in the city) to add to that it brought my other web browsing to a near stand still. Upon contacting the techies they said they needed to get someone smarter to call me. So the dude called me back and he was like "Well when our system detects alot of UL traffic from a host it puts a restriction on the modem until you call us" and then he proceeded to explain to me that the reason they do this is because too much UL traffic will bring the system down so they cap those who UL alot at some ungodly speed to the point wher you max your UL out so much that you can't even DL anymore since even control connections won't make it through. I think this is utter crap everything I know about network design (which is admittedly not THAT much but enough) contradicts it. If the ULs get too high you just won't be able to run as fast no network should go down for that, there could also be static caps that are sane enough to make sure the system doesn't overload itself. My only guesses are that they are trying to counteract file sharing (which is really none of their business) or that with all worms that tend to attack unsecured Windows (here is the Windows bashing part) machines they are trying to at the very least slow down the infection by making people notice the speed decreases and check their systems. Though I still think that dynamic enforcement woulda been better, as soon as the UL traffic supsides they should remove the cap.

They really dont get it - the only reason people get faster internet is for file sharing. People really wont upgrade from 1Mbps to 5Mbps for internet browsing...

yeah, I got capped for a long time from them. I think the thing to do is tell them you had a virus or soemthing that was uploading a lot that you got rid of it and ask them to remove the cap. Then just watch your UL speeds. Like I set my bittorrent to 20kbs max upload. And they havent re-capped me.

I didn't make any excuses I just told them to uncap me and they did.

I've had optimum online and never had that problem, but if all else fails, threaten to switch providers.
