people, does any one know a program like microsoft sam?

Sam the screen-reader program?
Ubuntu has a program called Orca built-in. (It's part of the Gnome desktop).

Got to System --> Preferences --> Assistive Technologies.
Check the enable box.
Click the Preferred Applications button and go to the Accessibility tab where you will see an option to start Orca at bootup.

i need a program that reads text, does Orca do that? and how about festival? is it any good?

Yes, Orca is a screen reader. Along with speech, it can also provide magnification and even output to Braille displays.

sounds great! just one question though, how do i use it :) i mean how do i use it to read out text? I'm new to this, so be as descriptive as possible
