deluge how to enable www ports

Hello everyone:p

I have short question connected with deluge. My ports from 49152 to 65353 seems to be closed in my network. So is there any possibility to enable www ports? Where can I find this option.

Is deluge a bit torrent client?

Could you explain exactly waht you are doing and how you are trying to do it?
